Early Years and Primary Inclusion Team

In September 2021 the Early Years Specialist Support Service changed to the Early Years and Primary Inclusion Team. 

Early Years and Primary Inclusion

The Early Years and Primary Inclusion team supports children aged 2-11 years who are school age or attending a government funded early years setting. As part of the 0-25 Inclusion and Outreach model, the team provides:

  • support, advice and guidance to staff in Early Years Settings and Schools to help them to include children successfully in the parents/carers’ preferred setting
  • direct support for children in those settings
  • planning for smooth transition from one setting to another
  • where appropriate, children can be considered for places in a more specialist educational setting


When schools or EY settings have concerns about successfully including a child in their setting they can request support directly from their allocated Inclusion Officer. If more extensive direct work is required this can be accessed via referral to the multi-agency Inclusion Triage panel.

The EYP Inclusion Team also monitors the use of specific funding such as 'Disability Access Fund' and 'Inclusion Fund'.

The Early Years and Primary Inclusion team includes the EYPI manager, Senior Inclusion Officer, Inclusion Officers and Outreach Practitioners. The team works in close partnership with Local Authority Specialist Teachers for Autism and Social Emotional and Mental Health and the Secondary and Post 16 Inclusion Team.

Referrals from Health Professionals for pre-school children should be completed on the new Inclusion Triage referral form (see ‘downloads’ link on this page) and sent to sen@middlesbrough.gov.uk for consideration by the multi-agency Inclusion Triage panel.

Schools and Early Years settings have allocated Inclusion Officers (see ‘downloads’ link for list), who they should contact directly re any concerns.
