Outcomes Framework

In September 2020, the SEND team at Middlesbrough Council introduced a brand new Outcomes Framework to help track and monitor how children and young people with an Education, Health and Care Plan are making progress towards their outcomes.

To develop the Outcomes Framework, lots of work was completed in partnership with neighbouring local authorities, schools, health and care services and our local Parents Forum (Parents 4 Change). This was to make sure that the Outcomes Framework was fit for purpose and meaningful for children, young people and their families.

The Outcomes Framework is embedded into the annual review process for Education, Health and Care plans.

We have now been running the Outcomes Framework for one academic year. In this time, we have collected data on thousands of outcomes for children and young people right across education, health and care.

There is still a long way to go to collect more data and analyse it carefully, but we are pleased to find that overall, across the 20-21 academic year, 91% of children made progress towards their education outcomes with 5% achieving or exceeding their outcomes.

We will continue to work in partnership with Parents 4 Change and our new Parent Partnership to embed and further develop the Outcomes Framework. In particular, we want to work together to learn more about what the data is telling us and use this information to support as many children and young people to achieve the outcomes set out in their EHCPs.
